2008 Beijing Olympics Update
Dear Valued Customers,
We are receiving notices from manufacturers as well as steamship lines regarding conditions effecting shipments from the Qingdao & Tianjin ports and Beijing, which are causing delays.
. • Severe port congestion in Qingdao due to abnormal weather. This is affecting vessel schedules.
. • Vessel speed restrictions in Qingdao Harbor due to algae clean up for the Olympics.
. • Qingdao port will close partially due to the Olympic events.
. • Pollution control and security control stepped up due to pending Olympic games.
.• Shipments in and out of Beijing area impacted due to sever vehicle / traffic control
a. o July 1st - Aug. 27th - Trucks registered in other provinces banned from entering Beijing
b. o July 1st - July 19th - 20% of vehicles registered to Beijing enterprises prohibited from use during the Olympics
. • Customs procedures delayed up to 7 days due to 100% examination of exported goods.
. • Olympic torch arrives into Tianjin first week of August. Road between Tianjin and Beijing severely impacted due to security measures.
. • Maersk Lines has suspended export bookings from their Beijing booking depot from July 1 – September 20.
. • Tires: Factories around Qingdao area will be closed or follow restricted production norms, due to pollution control and short of electricity. Another reason is that they are short of row material/rubber to ensure production.
Please be advised that Wanli products are not presently being affected by these conditions.

Ref: Countervailing Duties ‐ Chinese tires used off the road
Dear Valued Customer,
I am sure you are aware of the petition instigated by Titan Tire Corporation along with several other U.S. manufacturers against Chinese tires used off the road. Recently a preliminary decision was reached by the
Department of Commerce in the Countervailing duty investigation in favor of the petition. The preliminary
decision was to apply a 4.4% duty on tires used off the road, which includes Off‐The‐Road, industrial and
agricultural. The duty will be applied to the F.O.B. China value of these tires. A decision on the final percentage
to be charged will be announced in February 2008 by the Department of Commerce. The preliminary countervailing duty was placed into effect on December 17, 2007.
What this means is all tires which clear customs as of December 17, 2007 which fall under the above
classification will be charged a 4.4% duty, until a final determination is reached by the Department of
Commerce. Should the final decision of the Department of Commerce be not to charge the duty a refund for
the duties charged will be issued. Should their decision be to charge more than 4.4% they will invoice the
importer of record the difference, along with an interest charge for the difference. The determination to apply the countervailing duties by the Department of Commerce was out of the control of American Omni Trading and was not included in the Sales Order confirmations which have been
issued to date. Thus said duty will be applied to all shipments containing tires affected by this duty as of
December 17, 2007. The duty will be applied as a last line item on your invoice based on the F.O.B. value of
the items affected. Until a final determination is reached we will apply the duty this way. Should the final
decision be made to reduce the duties a refund will issued against duties paid. Thus you will receive a refund
within 15 days of our receiving the refund. Should the final decision be to maintain the 4.4% or increase it to a
higher amount we will revise our price list and include it in your delivered price.
Please find attached a bulletin regarding this issue. We will also issue a notice once the final decision is
made on the duties. Please check our website under the news section for the latest on this issue. Should you
